According to data from the Council of Higher Education (YÖK), among foundation universities, İbn Haldun University, which we established, ranked first in annual spending per student, with 143,256 Turkish lira.
The “Foundation Higher Education Institutions 2019” report prepared by YÖK included detailed academic, administrative, and financial data on foundation universities in Turkey.
Accordingly, İbn Haldun University topped the list of foundation higher education institutions with the highest annual current expenditure per student, at 143,256 lira.
**Fully Scholarship-Granting University**
The report, based on the Higher Education Institutions Examination (YKS) Higher Education Programs and Quotas Guide data, also provided the full scholarship rates of foundation universities. İbn Haldun University was the only university that granted full scholarships to all its students.
**Most Foundation Universities Located in Istanbul**
The report also included the distribution of foundation universities by city.
Istanbul ranked first with 48 universities, making it the city with the most foundation higher education institutions in Turkey. It was followed by Ankara with 12, Izmir with 4, Antalya with 3, Mersin, Konya, and Gaziantep with 2 each, and Trabzon, Nevşehir, Kayseri, and Bursa with 1 each. In total, there are 77 foundation universities in Turkey.
