He was born in 1966 in the Alanya district of Antalya. He completed his primary and secondary education in Alanya. In 1988, he graduated from Istanbul University Faculty of Law. Mevlüt Uysal practiced law for many years while also actively engaging in political, social, and cultural activities. He took part in the founding process of the AK Party and became the Founding Chairman of the AK Party Küçükçekmece District Organization in 2001.
In the local elections held in March 2009, he was elected Mayor of Başakşehir. Due to his successful projects and services during his first term, he was nominated again in the 2014 local elections and was re-elected as Mayor of Başakşehir.
On September 28, 2017, he was elected Mayor of Istanbul Metropolitan Municipality during an extraordinary session of the Istanbul Metropolitan Municipal Council. Mevlüt Uysal is married and the father of four children.
