She graduated from Istanbul Bilgi University Faculty of Law in 2015. Between 2017 and 2018, she worked as a legal advisor within the Private Secretariat of the Information and Communication Technologies Authority (BTK). Bingöl also served as Assistant Rapporteur under the International Telecommunication Union (ITU) and took part in international professional activities in countries such as the United Kingdom and Switzerland.
She is currently working as a legal advisor within the Consumer Rights Department at the Information and Communication Technologies Authority. Bingöl is fluent in English and has intermediate proficiency in Korean.
